Context of Deuteronomy 29:2
1These are the words of the covenant which Jehovah commanded Moses to make with the children of Israel in the land of Moab, besides the covenant which he made with them in Horeb. And Moses called unto all Israel, and said unto them, Ye have seen all that Jehovah did before your eyes in the land of Egypt unto Pharaoh, and unto all his servants, and unto all his land; 3the great trials which thine eyes saw, the signs, and those great wonders: 4but Jehovah hath not given you a heart to know, and eyes to see, and ears to hear, unto this day.

- Tyndale Open Study Notes · v. 2-29As Moses prepared to die, he spoke a farewell message to Israel. In this message, he briefly reviewed their history since they left Egypt. He urged the nation to promise loyalty to the Lord. This part of Deuteronomy shows that grace (God’s undeserved favor) is not only a New Testament teaching. Grace is the foundation of the Lord’s relationship with Israel.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 22. Moses called unto all Israel, ... Ye have seen all that the Lord did, &c.--This appeal to the experience of the people, though made generally, was applicable only to that portion of them who had been very young at the period of the Exodus, and who remembered the marvellous transactions that preceded and followed that era.
