Context of Leviticus 9:21
19As for the portions of fat from the bull and from the ram—the fat tail, and the fat covering the internal organs, and the kidneys, and the lobe of the liver— 20they now put the portions of fat on the breasts; and Aaron offered the fat up in smoke on the altar. But the breasts and the right thigh Aaron presented as a wave offering before the Lord, just as Moses had commanded. 22Then Aaron lifted his hands toward the people and blessed them, and came down [from the altar of burnt offering] after presenting the sin offering, the burnt offering, and the peace offerings. 23Moses and Aaron went into the Tent of Meeting, and when they came out they blessed the people, and the glory and brilliance of the Lord [the Shekinah cloud] appeared to all the people [as promised].

- Barnes’ Notes on the Bible · v. 15-21Verses 15-21 In this first complete series of offerings made by the high priest, the sacrifices take their appointed order; first, the sin-offering to make atonement; then the burnt-offering, to signify the surrender of the body, soul and spirit to Yahweh in heaven; and lastly the peace-offering, to show forth the communion vouchsafed to those who are justified and sanctified. - Jamieson–Fausset–Brown Commentary · v. 17-2117-21. meat offering ... wave offering--It is observable that there is no notice taken of these in the offerings the priests made for themselves. They could not bear their own sins: and therefore, instead of eating any part of their own sin offering, as they were at liberty to do in the case of the people's offering, they had to carry the whole carcasses "without the camp and burn them with fire" [Ex 29:14; Le 4:12].Read the comment
