Context of Leviticus 6:15
13The fire shall be burning continually on the altar; it shall not [be allowed to] go out. 14‘Now this is the law of the grain offering: the sons of Aaron shall present it before the Lord in front of the altar. One of them shall take up from it a handful of the fine flour of the grain offering with its oil and all the incense that is on the grain offering, and he shall offer it up in smoke on the altar, a sweet and soothing aroma, as the memorial offering to the Lord. 16What is left of it Aaron and his sons are to eat. It shall be eaten as unleavened bread in a holy place; they are to eat it in the courtyard of the Tent of Meeting. 17It shall not be baked with leaven [which represents corruption or sin]. I have given it as their share of My offerings by fire; it is most holy, like the sin offering and the guilt offering.

This quantity both of flour and oil might be increased at pleasure, but no less could be offered.Read the comment

- Jamieson–Fausset–Brown Commentary · v. 14-1814-18. this is the law of the meat offering--Though this was a provision for the priests and their families, it was to be regarded as "most holy"; and the way in which it was prepared was: on any meat offerings being presented, the priest carried them to the altar, and taking a handful from each of them as an oblation, he salted and burnt it on the altar; the residue became the property of the priests, and was the food of those whose duty it was to attend…Read the comment
