Context of Habakkuk 3:18
16I heard and my whole inner self trembled; My lips quivered at the sound. Decay and rottenness enter my bones, And I tremble in my place. Because I must wait quietly for the day of distress, For the people to arise who will invade and attack us. 17Though the fig tree does not blossom And there is no fruit on the vines, Though the yield of the olive fails And the fields produce no food, Though the flock is cut off from the fold And there are no cattle in the stalls, Yet I will [choose to] rejoice in the Lord; I will [choose to] shout in exultation in the [victorious] God of my salvation! 19The Lord God is my strength [my source of courage, my invincible army]; He has made my feet [steady and sure] like hinds’ feet And makes me walk [forward with spiritual confidence] on my high places [of challenge and responsibility]. For the choir director, on my stringed instruments.

- Barnes’ Notes on the Bible · v. 18Yet I will rejoice in the Lord, I will joy in the God of my salvation. - The words are very impressive, as they stand in the Hebrew. “For,” he says, “the fig tree shall not blossom, and there is no fruit in the vines, the labor of the olive hath failed;” (the prophet does not look on, only to these things, but in his mind stands in the midst of them, they are done, and he amid them, feeling their effects) “and the field hath yielded no food; the flock…Read the comment
- Matthew Henry Concise Commentary · v. 16-19Verses 16-19 When we see a day of trouble approach, it concerns us to prepare. A good hope through grace is founded in holy fear. The prophet looked back upon the experiences of the church in former ages, and observed what great things God had done for them, and so was not only recovered, but filled with holy joy. He resolved to delight and triumph in the Lord; for when all is gone, his God is not gone. Destroy the vines and the fig-trees, and you make…Read the comment
- Tyndale Open Study Notes · v. 17-19After recounting God’s powerful acts of redemption (Habakkuk 3:2–15) and pausing to reflect on them (3:16), Habakkuk reaffirms his trust in God as he ends his prayer. Though … yet I will exult: Even if God never gives material blessings to his people again, he is still worthy of all their trust and praise. No matter what happens, the prophet could rejoice, knowing that the Lord is not only Israel’s Redeemer but also the source of his own salvation.Read the comment
