Context of Genesis 42:6
4But Jacob did not send Benjamin, Joseph’s [younger] brother, with his brothers, for he said, “I am afraid that some harm or injury may come to him.” 5So the sons of Israel came [to Egypt] to buy grain along with the others who were coming, for famine was in the land of Canaan also. Now Joseph was the ruler over the land, and he was the one who sold [grain] to all the people of the land; and Joseph’s [half] brothers came and bowed down before him with their faces to the ground. 7When Joseph saw his brothers he recognized them, but [hiding his identity] he treated them as strangers and spoke harshly to them. He said to them, “Where have you come from?” And they said, “From the land of Canaan, to buy food.” 8Joseph recognized his brothers, but they did not recognize him.

- Tyndale Open Study Notes · v. 6-7Joseph's first dream (37:5–11) was partially fulfilled when his brothers bowed down to him without recognizing him (see also 43:26; 44:14). - Jamieson–Fausset–Brown Commentary · v. 66. Joseph was the governor--in the zenith of his power and influence. he it was that sold--that is, directed the sales; for it is impossible that he could give attendance in every place. It is probable, however, that he may have personally superintended the storehouses near the border of Canaan, both because that was the most exposed part of the country and because he must have anticipated the arrival of some messengers from his father's house.
