Context of 2 Kings 15:16
14For Menahem the son of Gadi went up from Tirzah and came to Samaria, and struck and killed Shallum the son of Jabesh in Samaria and became king in his place. 15The rest of Shallum’s acts, and his conspiracy which he made, they are written in the Book of the Chronicles of the Kings of Israel. Then Menahem struck [the town of] Tiphsah and all who were in it and its borders from Tirzah; [he attacked it] because they did not surrender to him; so he struck it and ripped up all the women there who were pregnant. 17In the thirty-ninth year of Azariah king of Judah, Menahem the son of Gadi became king over Israel, and reigned ten years in Samaria. 18He did evil in the sight of the Lord; for all his days he did not turn from the sins of Jeroboam the son of Nebat, who caused Israel to sin.

- Barnes’ Notes on the Bible · v. 16With respect to the supposed inability of Menahem to lead an expedition to Tiphsah (Thapsacus, see the marginal reference) on the Euphrates, we may note in the first place that such an expedition was a natural sequel to Jeroboam‘s occupation of Hamath 2 Kings 14:28; and further, that it would have been greatly facilitated by the weakness of Assyria at this time, that empire having fallen into a state of depression about 780 B.C.Read the comment

Such is human nature, such are our hearts, if left to themselves, deceitful above all things, and desperately wicked. We have reason to be thankful for restraints, for being kept out of temptation, and…Read the comment

Shallum ... reigned a full month--He was opposed and slain by Menahem, who, according to Josephus, was commander of the forces, which, on the report of the king's murder, were besieging Tirzah, a town twelve miles east of Samaria, and formerly a seat of the kings of Israel.
