Context of 2 Kings 10:9
7When the letter came to them, they took the king’s sons and slaughtered them, seventy persons, and put their heads in baskets, and sent them to Jehu at Jezreel. 8When a messenger came and told him, “They have brought the heads of the king’s sons,” he said, “Put them in two heaps at the entrance of the city gate until morning.” The next morning he went out and stood and said to all the people, “You are just and innocent; behold, I conspired against [Joram] my master and killed him, but who killed all these? 10Know then [without any doubt] that there shall fall to the earth nothing of the word of the Lord, which the Lord spoke concerning the house of Ahab, for the Lord has done what He said through His servant Elijah.” 11So Jehu killed all who remained of the house of Ahab in Jezreel, and all his great men and his familiar friends and his priests, until he left him without a survivor.

- Jamieson–Fausset–Brown Commentary · v. 9-119-11. said to all the people, Ye be righteous, &c.--A great concourse was assembled to gaze on this novel and ghastly spectacle.
