Context of 2 Chronicles 30:2
1Hezekiah sent word to all Israel and to Judah and also wrote letters to Ephraim and Manasseh to come to the house of the Lord at Jerusalem to celebrate the Passover Feast to the Lord God of Israel. For the king and his officials and all the assembly in Jerusalem had decided to celebrate the Passover in the second month, 3since they could not celebrate it at that time because a sufficient number of priests had not consecrated themselves, nor had the people assembled at Jerusalem. 4Thus the [decision to set a] new time pleased the king and the entire assembly.

- Adam Clarke Bible Commentary · v. 2In the second month - In Ijar, as they could not celebrate it in Nisan, the fourteenth of which month was the proper time. But as they could not complete the purgation of the temple, till the sixteenth of that month, therefore they were obliged to hold it now, or else adjourn it till the next year, which would have been fatal to that spirit of reformation which had now taken place. The law itself had given permission to those who were at a distance, and…Read the comment
- Barnes’ Notes on the Bible · v. 2In the second month - Hezekiah and his counselors considered that the permission of the Law (see the marginal reference) might, under the circumstances, be extended to the whole people. It had been found impossible to complete the cleansing of the temple until the fourteenth day of the first month was past 2 Chronicles 29:17. It was, therefore, determined to defer it to the 14th of the second month, which allowed time for the priests generally to purify…Read the comment
