Context of 1 Samuel 19:23
21When Saul was informed, he sent other messengers, and they also prophesied. So Saul sent messengers again, the third time, and they prophesied as well. 22Then Saul went to Ramah himself and came to the great well that is in Secu; and he asked, “Where are Samuel and David?” And he was told, “They are at Naioth [with the prophets] in Ramah.” So he went on to Naioth in Ramah; and the Spirit of God came upon him too, and he went along continually prophesying until he came to Naioth in Ramah. 24He also took off his [royal] robes [and armor] and prophesied before Samuel and lay down naked all that day and night. So they say, “Is Saul also among the prophets?”

- Matthew Henry Concise Commentary · v. 11-24Verses 11-24 Michal's stratagem to gain time till David got to a distance was allowable, but her falsehood had not even the plea of necessity to excuse it, and manifests that she was not influenced by the same spirit of piety which had dictated Jonathan's language to Saul. In flying to Samuel, David made God his refuge. Samuel, as a prophet, was best able to advise him what to do in this day of distress. He met with little rest or satisfaction in Saul's…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 18-2318-23. David fled, ... and came to Samuel to Ramah--Samuel was living in great retirement, superintending the school of the prophets, established in the little hamlet of Naioth, in the neighborhood of Ramah. It was a retreat congenial to the mind of David; but Saul, having found out his asylum, sent three successive bodies of men to apprehend him. The character of the place and the influence of the sacred exercises produced such an effect on them that…Read the comment
