Context of Numbers 35:13

11You are to select cities which will be cities of refuge, to which one might flee if he has killed someone by accident. 12They are to be cities for refuge from the avenger, so the manslayer may not die before standing trial before the assembly. The six cities you designate are to be your cities of refuge. 14Designate three cities on this side of the Jordan and three in the land of Canaan as cities of refuge. 15“These six cities of refuge are to be for Bnei-Yisrael as well as for the outsider and the visitor in their midst, for anyone killing a person by accident.

• Tyndale Open Study Notes · v. 6-34Six of the Levites’ towns had a special purpose. They served as cities of refuge. These cities show the humanitarian (care for human life) side of Hebrew law (see also Deuteronomy 4:41–43; 19:1–13; Joshua 20). These six towns offered protection when someone killed accidentally or unintentionally (compare Exodus 21:12–14). The 48 towns given to the Levites…Read the comment

It seems to have been an established usage in the age of Moses; and although in a rude and imperfect state of society, it is a natural and intelligible principle of criminal…Read the comment
