Context of Numbers 21:33
31So Israel was living in the land of the Amorites. 32After Moses sent spies to Jazer, they captured her towns and drove out the Amorites who were there. Then they turned and went up the road to the Bashan. Og, king of the Bashan, went out to confront them, he and all his people, in battle at Edrei. 34Adonai said to Moses, “Do not fear him. I have given him with all his people and his land into your hand. You are to do to him just as you did to Sihon, the Amorite king who was living in Heshbon.” 35So they struck him and his sons and his entire army until no survivor was left to him, and they possessed his land.

- Matthew Henry Concise Commentary · v. 21-35Verses 21-35 Sihon went with his forces against Israel, out of his own borders, without provocation, and so ran upon his own ruin. The enemies of God's church often perish by the counsels they think most wisely taken. Og, king of Bashan, instead of being warned by the fate of his neighbours, to make peace with Israel, makes war with them, which proves in like manner his destruction. Wicked men do their utmost to secure themselves and their possessions…Read the comment
