Context of Numbers 21:16
14Therefore, it is said in the Book of the Wars of Adonai, “...Vaheb in Suphah and the wadis of the Arnon, 15and the slope of the wadis that leads to the site of Ar and lie along the border of Moab—” And from there—on to Beer. This is the well where Adonai said to Moses, “Gather the people and I will give them water.” 17Then Israel sang this song, “Spring up, O well! Sing about it!” 18The well the princes dug, that the nobles of the people sank with their scepter and their staffs.” From the wilderness they went on to Mattanah.

- Tyndale Open Study Notes · v. 16-18The location of Beer is unknown (compare Isaiah 15:8). The short poem in this passage describes the digging of a new well. It shows the joy the people felt. In a dry region, a new source of water was a great blessing. The poem says that princes and leaders dug the well. It also says they used scepters and staffs, which were symbols of authority. This may suggest that the digging of the well was part of a special or joyful ceremony.Read the comment
