Context of Leviticus 2:10
8When you bring the grain offering that is made of these things to Adonai, it is to be presented to the kohen and he is to bring it to the altar. 9The kohen is to take from the grain offering its memorial portion, and burn it up as smoke on the altar, an offering made by fire—a soothing aroma to Adonai. What is left of the grain offering is for Aaron and his sons, a most holy portion of the offerings to Adonai made by fire. 11“Every grain offering which you present to Adonai shall be made without hametz, for you are not to burn up as smoke any hametz nor any honey as a sacrifice made by fire to Adonai. 12As a gift of firstfruits you may offer them to Adonai, but they are not to ascend for a soothing aroma on the altar.

The variety of the offerings was most likely permitted to suit the different circumstances of the worshippers. - Tyndale Open Study Notes · v. 1-16The grain offering (Hebrew minkhah, meaning “gift” or “present”) allowed people to worship the Lord by giving a gift. It acknowledged the Lord's authority over the worshiper's life. People gave the grain offering with each whole burnt offering (Numbers 28:3–6, 12–13), sin offering (Numbers 6:14–15), and peace offering (Leviticus 9:4; Numbers 6:17). The grain offering provided bread for the priest's daily needs, as priests did not have farmland.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-161. when any will offer a meat offering--or gift--distinguishing a bloodless from a bloody sacrifice. The word "meat," however, is improper, as its meaning as now used is different from that attached at the date of our English translation. It was then applied not to "flesh," but "food," generally, and here it is applied to the flour of wheat. The meat offerings were intended as a thankful acknowledgment for the bounty of Providence; and hence, although…Read the comment
