Context of Leviticus 13:1
Then Adonai spoke to Moses and to Aaron saying: 2“When a man has a swelling on the skin of his body or a scab or a bright spot, and it becomes the plague-mark of tza'arat in his flesh, then he shall be brought to Aaron the kohen, or to one of his sons, the kohanim. 3The kohen is to examine the plague of tza'arat on his skin, and if the hair in the plague has turned white, and the appearance of the plague is deeper than the body’s skin, it is the plague of tza'arat. Thus the kohen should examine him and pronounce him unclean.

A key test was whether the condition spread to other parts of the body (13:5–8). If it did, they…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-592. When a man shall have in the skin, &c.--The fact of the following rules for distinguishing the plague of leprosy being incorporated with the Hebrew code of laws, proves the existence of the odious disease among that people. But a short time, little more than a year (if so long a period had elapsed since the exodus) when symptoms of leprosy seem extensively to have appeared among them; and as they could not be very liable to such a cutaneous disorder…Read the comment
