Context of Exodus 17:4
2Therefore the people contended with Moses, and said, Give us water that we may drink. And Moses said to them, Why chide you with me? why do ye tempt the LORD? 3And the people thirsted there for water; and the people murmured against Moses, and said, Why is this that thou hast brought us out of Egypt, to kill us and our children and our cattle with thirst? And Moses cried to the LORD, saying, What shall I do to this people? they are almost ready to stone me. 5And the LORD said to Moses, Go on before the people, and take with thee of the elders of Israel; and thy rod, with which thou smotest the river, take in thy hand, and go. 6Behold, I will stand before thee there on the rock in Horeb; and thou shalt smite the rock, and water shall come out of it, that the people may drink. And Moses did so in the sight of the elders of Israel.

- Jamieson–Fausset–Brown Commentary · v. 44. Moses cried unto the Lord, saying, What shall I do unto this people?--His language, instead of betraying any signs of resentment or vindictive imprecation on a people who had given him a cruel and unmerited treatment, was the expression of an anxious wish to know what was the best to be done in the circumstances (compare Mt 5:44; Ro 12:21).Read the comment
