Context of Ezekiel 17:9
7But then another great eagle came with broad wings and full plumage. So the vine now sent its roots and branches toward him for water, 8even though it was already planted in good soil and had plenty of water so it could grow into a splendid vine and produce rich leaves and luscious fruit. “So now the Sovereign Lord asks: Will this vine grow and prosper? No! I will pull it up, roots and all! I will cut off its fruit and let its leaves wither and die. I will pull it up easily without a strong arm or a large army. 10But when the vine is transplanted, will it thrive? No, it will wither away when the east wind blows against it. It will die in the same good soil where it had grown so well.” 11Then this message came to me from the Lord:

- Tyndale Open Study Notes · v. 7-9There was a second great eagle. It was like the first eagle, but it was not as impressive or powerful. The future of the vine was easy to foresee. In trying to gain more, it would lose what it already had. Its desire for more would bring loss instead of gain. The second eagle would not help the vine. At the same time, the first eagle would become angry. That anger would be justified because the vine had been unfaithful.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 99. Shall it prosper?--Could it be that gratuitous treason should prosper? God will not allow it. "It," that is, the vine. he ... pull up--that is, the first eagle, or Nebuchadnezzar. in all ... leaves of her spring--that is, all its springing (sprouting) leaves. without great power or many--It shall not need all the forces of Babylon to destroy it; a small division of the army will suffice because God will deliver it into Nebuchadnezzar's hand (Jr 37:10).Read the comment
