Context of Exodus 28:14
12Fasten the two stones on the shoulder-pieces of the ephod as a reminder that Aaron represents the people of Israel. Aaron will carry these names on his shoulders as a constant reminder whenever he goes before the Lord. 13Make the settings of gold filigree, then braid two cords of pure gold and attach them to the filigree settings on the shoulders of the ephod. 15“Then, with great skill and care, make a chestpiece to be worn for seeking a decision from God. Make it to match the ephod, using finely woven linen embroidered with gold and with blue, purple, and scarlet thread. 16Make the chestpiece of a single piece of cloth folded to form a pouch nine inches square.

- Matthew Henry Concise Commentary · v. 6-14Verses 6-14 This richly-wrought ephod was the outmost garment of the high priest; plain linen ephods were worn by the inferior priests. It was a short coat without sleeves, fastened close to the body with a girdle. The shoulder-pieces were buttoned together with precious stones set in gold, one on each shoulder, on which were engraven the names of the children of Israel. Thus Christ, our High Priest, presents his people before the Lord for a memorial. As…Read the comment
- Tyndale Open Study Notes · v. 6-14the ephod: The ephod was a kind of apron consisting of front and back pieces joined by shoulder straps and secured with a decorative sash (28:7, 8, 27–28). Moses probably mentions it first because it was a unique garment of the high priest. Gideon later made a gold ephod. This suggests that people believed the garment had special powers (Judges 8:27).Read the comment
