Context of Numbers 1:20
18and they assembled all the congregation together on the first day of the second month; and they recited their ancestry by families, by their fathers’ houses, according to the number of names, from twenty years old and above, each one individually. 19As the Lord commanded Moses, so he numbered them in the Wilderness of Sinai. - Barnes’ Notes on the Bible · v. 20-46Verses 20-46 The enrollment, being taken principally for military purposes (compare Numbers 1:3, Numbers 1:20), would naturally be arranged by hundreds, fifties, etc. (cf. 2 Kings 1:9, 2 Kings 1:11, 2 Kings 1:13).
