Context of Leviticus 16:32
30because on this day atonement will be made for you, to cleanse you. Then, before the Lord, you will be clean from all your sins. 31It is a day of sabbath rest, and you must deny yourselves; it is a lasting ordinance. The priest who is anointed and ordained to succeed his father as high priest is to make atonement. He is to put on the sacred linen garments 33and make atonement for the Most Holy Place, for the tent of meeting and the altar, and for the priests and all the members of the community. 34“This is to be a lasting ordinance for you: Atonement is to be made once a year for all the sins of the Israelites.” And it was done, as the Lord commanded Moses.

- Matthew Henry Concise Commentary · v. 15-34Verses 15-34 Here are typified the two great gospel privileges, of the remission of sin, and access to God, both of which we owe to our Lord Jesus. See the expiation of guilt. Christ is both the Maker and the Matter of the atonement; for he is the Priest, the High Priest, that makes reconciliation for the sins of the people. And as Christ is the High Priest, so he is the Sacrifice with which atonement is made; for he is all in all in our reconciliation to…Read the comment

It was the only required fast and a Sabbath of rest for all the people (Leviticus 23:32). The Feast of Trumpets came before it and announced its arrival (Numbers 29:1, 7–11).
