Context of Deuteronomy 14:23
21Never eat any creature that dies naturally. You may give it to the foreigners who live in your cities, and they may eat it. You may also sell it to foreigners who are visiting. But you are people who are holy to the Lord your God. Never cook a young goat in its mother’s milk. 22Every year be sure to save a tenth of the crops harvested from whatever you plant in your fields. Eat the tenth of your grain, new wine, and olive oil, and eat the firstborn of your cattle, sheep, and goats in the presence of the Lord your God in the place he will choose to put his name. Then you will learn to fear the Lord your God as long as you live. 24But the place the Lord your God will choose to put his name may be too far away. He may bless you with so much that you can’t carry a tenth of your income that far. 25If so, exchange the tenth part of your income for silver. Take the silver with you, and go to the place the Lord your God will choose.

- Matthew Henry Concise Commentary · v. 22-29Verses 22-29 A second portion from the produce of their land was required. The whole appointment evidently was against the covetousness, distrust, and selfishness of the human heart. It promoted friendliness, liberality, and cheerfulness, and raised a fund for the relief of the poor. They were taught that their worldly portion was most comfortably enjoyed, when shared with their brethren who were in want. If we thus serve God, and do good with what we…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 22-2722-27. Thou shalt truly tithe all the increase of thy seed--The dedication of a tenth part of the year's produce in everything was then a religious duty. It was to be brought as an offering to the sanctuary; and, where distance prevented its being taken in kind, it was by this statute convertible into money.Read the comment
