Context of Numbers 9:19
17When the cloud went up from God's Tent, the Israelites started to travel. And when the cloud came down, the Israelites made their camp in that place. 18The Lord decided when the Israelites should start to travel. And the Lord decided where they should stop and make their camp. During all the time that the cloud was over the tabernacle, they stayed in their camp. Even when the cloud stayed over the tabernacle for many days, the Israelites obeyed the Lord. They did not start to travel. 20Sometimes the cloud stayed over God's Tent for a few days. Then they remained in their camp. When the Lord showed them that they should travel, they started to travel. 21Sometimes the cloud stayed there from evening until morning. But, when the cloud went up in the morning, they started to travel. But sometimes it stayed for one day and one night. Then when the cloud went up, they started to travel again.

Thus we are taught to see God always near us, both night and day. As long as the cloud rested on the tabernacle, so long they continued in the same place. There is no time lost, while we are waiting God's time. When the cloud was taken up, they removed, however comfortably they were encamped. We are kept at uncertainty concerning the time of our putting…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1919. when the cloud tarried long upon the tabernacle, ... then Israel kept the charge of the Lord, and journeyed not--A desert life has its attractions, and constant movements create a passionate love of change. Many incidents show that the Israelites had strongly imbibed this nomad habit and were desirous of hastening to Canaan. But still the phases of the cloud indicated the command of God: and whatsoever irksomeness they might have felt in remaining…Read the comment
