Context of Numbers 30:8
6But a young woman like that might make a promise to God and then marry a husband. She might have promised something when she had not thought carefully about it. 7After she marries, if her husband hears about it but he does not stop her, she must do what she promised. But her husband may say that he refuses to let her do it. He must say that on the day when he first hears about it. Then the woman does not have to do what she promised to do. The Lord will forgive her. 9If a woman no longer has a husband, she must do whatever she has promised to the Lord. Maybe she is a widow, or she has become separate from her husband. 10A woman who is living with her husband may make a promise to the Lord.

- Matthew Henry Concise Commentary · v. 3-16Verses 3-16 Two cases of vows are determined. The case of a daughter in her father's house. When her vow comes to his knowledge, it is in his power either to confirm it or do it away. The law is plain in the case of a wife. If her husband allows her vow, though only by silence, it stands. If he disallows it, her obligation to her husband takes place of it; for to him she ought to be in subjection, as unto the Lord. The Divine law consults the good order…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 1-161. This is the thing which the Lord hath commanded--The subject of this chapter relates to vowing, which seems to have been an ancient usage, allowed by the law to remain, and by which some people declared their intention of offering some gift on the altar or abstaining from particular articles of meat or drink, of observing a private fast, or doing something to the honor or in the service of God, over and above what was authoritatively required.
