Context of Numbers 26:5
3So Moses and Eleazar the priest spoke to the Israelites. Their camp was on the flat ground of Moab, beside the Jordan River. Jericho was on the other side of the river. They said, 4‘Count all the men who are 20 years old or older. The Lord has told Moses that we must do that.’ These are the names of the Israelites who came out of Egypt: The tribe of Reuben, Jacob's firstborn son had these clans: Hanoch's family, Pallu's family, 6Hezron's family and Carmi's family. 7There were 43,730 men in the clans of the tribe of Reuben.

Probably his tribesmen generally had followed his example, and had accordingly suffered most severely in the plague. In the parting blessing of Moses, uttered at no great interval from this date, the tribe of Simeon alone is omitted. The families of all the tribes, excluding the Levites, number 57. The ancestral heads after whom these families are named correspond…Read the comment
- Tyndale Open Study Notes · v. 1-65After nearly 40 years, Israel registered their men of military age again. This was while camping on the plains of Moab across from Jericho (compare chapters 1–4). The overall population changed only slightly, with 603,550 in the first registration and 601,730 in the second. This nearly complete replacement of the population showed that the Lord remained faithful to Israel despite their repeated acts of rebellion (26:63–65).Read the comment
