Context of Numbers 23:22
20He told me that I must bless the Israelites. He has blessed them, so I must do it too. 21I do not see that any trouble will come to the Israelites. The Lord their God is with them, to help them. They call him their king. He brought them out of Egypt. He fights on their behalf, as strong as a wild bull. 23Nobody can curse the Israelites. No magic has any power to hurt them. Now people will say about them, “See the great things that God has done for them!” 24The Israelites are like a strong lion. It eats the animals that it has killed. It does not rest until it has eaten as much as it wants. It also drinks their blood.’

- Adam Clarke Bible Commentary · v. 22The strength of a unicorn - ראם reem and ראים reim . It is generally allowed that there is no such beast in nature as the unicorn; i. e., a creature of the horse kind, with one long rich curled horn in the forehead. The creature painted from fancy is represented as one of the supporters of the royal arms of Great Britain. It is difficult to say what kind of beast is intended by the original word. The Septuagint translate the word , the unicorn, or…Read the comment

- Matthew Henry Concise Commentary · v. 11-30Verses 11-30 Balak was angry with Balaam. Thus a confession of God's overruling power is extorted from a wicked prophet, to the confusion of a wicked prince. A second time the curse is turned into a blessing; and this blessing is both larger and stronger than the former. Men change their minds, and break their words; but God never changes his mind, and therefore never recalls his promise. And when in Scripture he is said to repent, it does not mean any…Read the comment
