Context of Numbers 17:3
1The Lord said to Moses, 2‘Tell the Israelites that they must give to you 12 sticks, one for each tribe. Write the name of the leader of each tribe on each stick. Write Aaron's name on the stick from the tribe of Levi. 4Take the sticks to the Tent of Meeting and put them in front of the Covenant Box. 5Leaves will start to grow on the stick of the man that I have chosen as priest. In that way I will stop the bad words that the Israelites are always saying against you.’

It was therefore necessary to vindicate the supremacy of the house of Aaron over them; and accordingly his name was written on the rod of Levi, although being the son of Kohath, the second son of Levi (Exodus 6:16 ff), he would not be the natural head of the tribe.Read the comment
- Tyndale Open Study Notes · v. 1-5The shepherd's staff was a common item (see Psalm 23:4). Like the scepter, it symbolized authority (see Jeremiah 48:17). This trial was fitting because the Hebrew words for "staffs" and "tribes" sound the same. The Lord's chosen staff would show his chosen tribe.Read the comment
