Context of Micah 2:1
Micah continues: People who prepare to do bad things should be afraid. God will do bad things to them! While they lie in bed, they think about bad things to do. Then, when the morning comes, they do those bad things. They have the authority to do whatever they want to do. 2When they want fields, they take them from other people. When they want houses, they take them. These cruel people take other people's homes and fields; then those people's families have nothing. 3So the Lord says this to them: ‘I am against you. You cannot save yourselves. I will prepare trouble for you. Then you will stop thinking that you are so very clever and important. It will be a time of much trouble for you.

- Adam Clarke Bible Commentary · v. 1Wo to them that devise iniquity - Who lay schemes and plans for transgressions; who make it their study to find out new modes of sinning; and make these things their nocturnal meditations, that, having fixed their plan, they may begin to execute it as soon as it is light in the morning. Because it is in the power of their hand - They think they may do whatever they have power and opportunity to do.Read the comment

He had pronounced them sinners against God; he now speaks of their hard unlovingness toward man, as our Blessed Lord in the Gospel speaks of sins against Himself in His members, as the ground of the condemnation of the wicked. The time of warning is past. He speaks as in the person of the Judge, declaring the righteous judgments of God, pronouncing sentence on the…Read the comment
- Matthew Henry Concise Commentary · v. 1The sins and desolations of Israel. (1-5) Their evil practices. (6-11) A promise of restoration.
