Context of Leviticus 25:30
28If the man is too poor to buy the land back, it will belong to the other person. It will belong to the other person until the next Jubilee year. He must return it to the poor man in the Jubilee year. 29A man may sell a house in a city with walls. For one year after he sells it, he can buy it back. If the man does not buy back the house, it will belong to the other person and his sons. It will belong to them for all time. They will not have to return it in the Jubilee year. 31If the house is in a village, a person can buy it back. If he does not buy it back, they will return it to him in the Jubilee year. 32The Levites (people from the family of Levi) can buy back the houses in their towns.

- Matthew Henry Concise Commentary · v. 23-34Verses 23-34 If the land were not redeemed before the year of jubilee, it then returned to him that sold or mortgaged it. This was a figure of the free grace of God in Christ; by which, and not by any price or merit of our own, we are restored to the favour of God. Houses in walled cities were more the fruits of their own industry than land in the country, which was the direct gift of God's bounty; therefore if a man sold a house in a city, he might…Read the comment
- Tyndale Open Study Notes · v. 29-31A house in a village without walls was treated the same as land. The family could buy it back. If they did not, it returned to the seller’s family in the Year of Jubilee. But a house inside a walled town was different. No farmland or pasture was included in the sale of such a house. A house could even be built on the town wall without touching the ground (Josh 2:15). For this reason, the land was not part of the property. Such a house could not be bought…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 29-3129-31. if a man sell a dwelling house in a walled city, then he may redeem it within a whole year after it is sold--All sales of houses were subject to the same condition. But there was a difference between the houses of villages (which, being connected with agriculture, were treated as parts of the land) and houses possessed by trading people or foreigners in walled towns, which could only be redeemed within the year after the sale; if not then redeemed…Read the comment
