Context of Joshua 21:10

8In that way, the Israelites gave these towns to the Levites, as well as land for their animals. They used lots to do it. They did as the Lord had told Moses to do. 9These are the names of the towns that the tribes of Simeon and Judah gave to the Levites. The Kohathite clans who were descendants of Aaron received these towns, because God chose them first. 11They received Kiriath Arba (or Hebron), with land near to it, in the hill country of Judah. Arba was the father of Anak. 12But the fields and villages near Hebron belonged to Caleb, son of Jephunneh.

• Jamieson–Fausset–Brown Commentary · v. 9-429-40. they gave ... these cities which are here mentioned by name--It was overruled by the unerring providence of the Divine Lawgiver that the cities of the priests lay within the territories of Judah and Benjamin. This was a provision, the admirable wisdom and propriety of which were fully manifested on the schism that took place in the reign of Rehoboam.Read the comment
