Context of Numbers 9:17
15On the day the tabernacle was set up, the cloud covered the tabernacle, the tent of the testimony, and it appeared like fire above the tabernacle from evening until morning. 16It remained that way continuously: the cloud would cover it, appearing like fire at night. Whenever the cloud was lifted up above the tent, the Israelites would set out; at the place where the cloud stopped, there the Israelites camped. 18At the Lord’s command the Israelites set out, and at the Lord’s command they camped. As long as the cloud stayed over the tabernacle, they camped. 19Even when the cloud stayed over the tabernacle many days, the Israelites carried out the Lord’s requirement and did not set out.

- Matthew Henry Concise Commentary · v. 15-23Verses 15-23 This cloud was appointed to be the visible sign and symbol of God's presence with Israel. Thus we are taught to see God always near us, both night and day. As long as the cloud rested on the tabernacle, so long they continued in the same place. There is no time lost, while we are waiting God's time. When the cloud was taken up, they removed, however comfortably they were encamped. We are kept at uncertainty concerning the time of our putting…Read the comment
- Tyndale Open Study Notes · v. 15-23This passage is similar to Exodus 40:17, 34–38. It gives more details about how God used the pillar of cloud and fire to lead his people (see also Exodus 13:21–22). The Lord was faithful and clearly guided his people in the wilderness.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1717. when the cloud was taken up--that is, rose to a higher elevation, so as to be conspicuous at the remotest extremities of the camp. That was a signal for removal; and, accordingly, it is properly called (Nu 9:18) "the commandment of the Lord." It was a visible token of the presence of God; and from it, as a glorious throne, He gave the order. So that its motion regulated the commencement and termination of all the journeys of the Israelites. (See on Ex…Read the comment
