Context of Numbers 19:8
6The priest is to take cedar wood, hyssop, and crimson yarn, and throw them onto the fire where the cow is burning. 7Then the priest must wash his clothes and bathe his body in water; after that he may enter the camp, but he will remain ceremonially unclean until evening. The one who burned the cow must also wash his clothes and bathe his body in water, and he will remain unclean until evening. 9“A man who is clean is to gather up the cow’s ashes and deposit them outside the camp in a ceremonially clean place. The ashes will be kept by the Israelite community for preparing the water to remove impurity; it is a sin offering. 10Then the one who gathers up the cow’s ashes must wash his clothes, and he will remain unclean until evening. This is a permanent statute for the Israelites and for the alien who resides among them.

Commentaries on Numbers 19:8
- Tyndale Open Study Notes · v. 7-10It required three people to produce and collect the heifer’s ashes. These were Eleazar, the person who burned the animal, and the person who gathered its ashes. All three became ceremonially impure for a day because of this process. The same was true for the person who used the finished product. This was a potion made from the ash dust and water (compare 19:21). This potion had the same defiling effect as blood associated with sacrifices (Leviticus…Read the comment

This is the ordinance of the law--an institution of a peculiar nature ordained by law for the purification of sin, and provided at the public expense because it was for the good of the whole community. Speak unto the children of Israel, that they bring thee a red heifer without spot, &c.--This is the only case in which the color of the victim is specified. It has been supposed the ordinance was designed in opposition to the superstitious notions of the…Read the comment
