Context of Jeremiah 21:13
11“And to the house of the king of Judah say this: ‘Hear the word of the Lord! 12House of David, this is what the Lord says: Administer justice every morning, and rescue the victim of robbery from his oppressor, or my anger will flare up like fire and burn unquenchably because of your evil deeds. Beware! I am against you, you who sit above the valley, you atop the rocky plateau — this is the Lord’s declaration — you who say, “Who can come down against us? Who can enter our hiding places?” 14I will punish you according to what you have done — this is the Lord’s declaration. I will kindle a fire in your forest that will consume everything around it.’”

- Adam Clarke Bible Commentary · v. 13O inhabitant of the valley, and rock of the plain - Dr. Blayney translates: "O thou inhabitant of the levelled hollow of a rock." With all his explanation I cannot see the good sense of this translation. Jerusalem itself, though partly on two hills, was also extended in the valley; and Zion, the city of David, was properly a rock, strongly fortified both by nature and art; and by its ancient possessors, the Jebusites, was deemed impregnable. Who shall…Read the comment
- Barnes’ Notes on the Bible · v. 13Inhabitant - is feminine, the population of Jerusalem being always personified as a woman, the daughter of Zion. Omit and. Jerusalem is at once a valley and a rock Jeremiah 17:3. The people are described as priding themselves on the impregnability of their city.Read the comment
- Matthew Henry Concise Commentary · v. 11-14Verses 11-14 The wickedness of the king and his family was the worse because of their relation to David. They were urged to act with justice, at once, lest the Lord's anger should be unquenchable. If God be for us, who can be against us? But if he be against us, who can do any thing for us?Read the comment
- Tyndale Open Study Notes · v. 13-14The people in Jerusalem trusted completely in the city's strong fortress, believing it was unbeatable (see 2 Kings 18:35–37; 2 Chronicles 32:20–23; Isaiah 37:36–38). The Lord had protected the city before, but now the Lord opposed it. I will kindle a fire in your forest: See Isaiah 6:13.Read the comment

The "valley" between Mount Zion and Moriah is…Read the comment
