Context of Exodus 4:15
13Moses said, “Please, Lord, send someone else.” 14Then the Lord’s anger burned against Moses, and he said, “Isn’t Aaron the Levite your brother? I know that he can speak well. And also, he is on his way now to meet you. He will rejoice when he sees you. You will speak with him and tell him what to say. I will help both you and him to speak and will teach you both what to do. 16He will speak to the people for you. He will serve as a mouth for you, and you will serve as God to him. 17And take this staff in your hand that you will perform the signs with.”

- Matthew Henry Concise Commentary · v. 10-17Verses 10-17 Moses continued backward to the work God designed him for; there was much of cowardice, slothfulness, and unbelief in him. We must not judge of men by the readiness of their discourse. A great deal of wisdom and true worth may be with a slow tongue. God sometimes makes choice of those as his messengers, who have the least of the advantages of art or nature, that his grace in them may appear the more glorious. Christ's disciples were no…Read the comment
- Tyndale Open Study Notes · v. 14-17God did not allow Moses to avoid his responsibility. However, he responded to the concern of Moses by appointing his brother Aaron to speak for him (14:16). Aaron would serve as the mouthpiece of Moses before Pharaoh and the people. As the story continues, the text records fewer occasions when Aaron speaks on behalf of Moses. Moses increasingly speaks directly. This suggests that the speaking difficulty of Moses may not have been as severe as he feared…Read the comment
