Context of Deuteronomy 19:5
3You are to determine the distances and divide the land the Lord your God is granting you as an inheritance into three regions, so that anyone who commits manslaughter can flee to these cities. 4“Here is the law concerning a case of someone who kills a person and flees there to save his life, having killed his neighbor accidentally without previously hating him: If, for example, he goes into the forest with his neighbor to cut timber, and his hand swings the ax to chop down a tree, but the blade flies off the handle and strikes his neighbor so that he dies, that person may flee to one of these cities and live. 6Otherwise, the avenger of blood in the heat of his anger might pursue the one who committed manslaughter, overtake him because the distance is great, and strike him dead. Yet he did not deserve to die, since he did not previously hate his neighbor. 7This is why I am commanding you to set apart three cities for yourselves.

Commentaries on Deuteronomy 19:5
- Barnes’ Notes on the Bible · v. 1-13Verses 1-13 This and the next two chapters contain enactments designed to protect human life, and to impress its sanctity on Israel. In Deuteronomy 19:1-13 the directions respecting the preparation of the roads to the cities of refuge, the provision of additional cities in case of an extension of territory, and the intervention of the elders as representing the congregation, are unique to Deuteronomy and supplementary to the laws on the same subject given…Read the comment
- Tyndale Open Study Notes · v. 1-13Cities of refuge were placed in different parts of the land (19:2). They were located carefully so people could reach them easily. A person accused of killing someone could run to one of these cities for protection. There, the person would be safe until a fair trial took place (see 4:41; Numbers 35:6–29).Read the comment

Thou shalt separate three cities for thee in the midst of thy land--Goelism, or the duty of the nearest kinsmen to avenge the death of a slaughtered relative, being the customary law of that age (as it still is among the Arabs and other people of the East), Moses incorporated it in an improved form with his legislative code. For the protection of the unintentional homicide, he provided certain cities of refuge--three had been destined for this purpose…Read the comment
