Context of Leviticus 21:9
7A priest must not marry a woman defiled by prostitution or divorced by her husband, for the priest is holy to his God. 8You are to regard him as holy, since he presents the food of your God. He shall be holy to you, because I the LORD am holy—I who set you apart. If a priest’s daughter defiles herself by prostituting herself, she profanes her father; she must be burned in the fire. 10The priest who is highest among his brothers, who has had the anointing oil poured on his head and has been ordained to wear the priestly garments, must not let his hair hang loose or tear his garments. 11He must not go near any dead body; he must not defile himself, even for his father or mother.

- Tyndale Open Study Notes · v. 1-24This section, which discusses priestly rules, six times repeats the phrase I am the Lord who sanctifies (Leviticus 21:15, 23; 22:9, 16, 32; see also 21:8). These words emphasize the link between God's holiness and the holiness expected of priests. This extended to all of Israel (see 8:10; 11:44–45; 19:2). The text specifically addresses priests in 21:1–22:16, while including both clergy and common people in 22:17–33.Read the comment

They shall not take a wife that is a whore, or profane--Private individuals might form several connections, which were forbidden as inexpedient or improper in priests.
