Context of Exodus 35:31
29The children of Israel brought a freewill-offering unto Jehovah; every man and woman, whose heart made them willing to bring for all the work, which Jehovah had commanded to be made by Moses. 30And Moses said unto the children of Israel, See, Jehovah hath called by name Bezalel the son of Uri, the son of Hur, of the tribe of Judah; and he hath filled him with the Spirit of God, in wisdom, in understanding, and in knowledge, and in all manner of workmanship; 32and to devise skilful works, to work in gold, and in silver, and in brass, 33and in cutting of stones for setting, and in carving of wood, to work in all manner of skilful workmanship.

- Matthew Henry Concise Commentary · v. 30-35Verses 30-35 Here is the Divine appointment of the master-workmen, that there might be no strife for the office, and that all who were employed in the work might take direction from, and give account to them. Those whom God called by name to his service, he filled with the Spirit of God. Skill, even in worldly employments, is God's gift, and comes from above. - Tyndale Open Study Notes · v. 4-35Much of the report about building the Tent of Meeting repeats what 25:1–31:18 said. There is a change from the imperative mood to the indicative, and there are certain changes in the order. This repetition emphasizes that the work was done exactly as God commanded (see 40:16). The people had tried to secure God's presence their own way with the gold calf, which led to disaster. Now, by following God's way, they received blessings (40:34–38).Read the comment
