Context of Job 21:9
7Why do the wicked still live, Become old, and become mighty in power? 8Their children and descendants are established with them in their sight, And their offspring before their eyes. Their houses are safe from fear; And the rod of God is not on them. 10His bull breeds and does not fail; His cow calves and does not miscarry. 11They send forth their little ones like a flock, And their children skip about.

- Barnes’ Notes on the Bible · v. 9Their houses are safe from fear - Margin, “peace from.” The friends of Job had maintained just the contrary; see Job 20:27-28; Job 15:21-24. Their idea was, that the wicked man would never be free from alarms. Job says, that they lived in security and peace, and that their houses are preserved from the intrusions of evil-minded people. Neither is the rod of God upon them - The “rod” is an emblem of punishment. The idea is, that they were free from the…Read the comment
- Matthew Henry Concise Commentary · v. 7-16Verses 7-16 Job says, Remarkable judgments are sometimes brought upon notorious sinners, but not always. Wherefore is it so? This is the day of God's patience; and, in some way or other, he makes use of the prosperity of the wicked to serve his own counsels, while it ripens them for ruin; but the chief reason is, because he will make it appear there is another world. These prospering sinners make light of God and religion, as if because they have so much…Read the comment
