Context of 2 Chronicles 18:17
15Then the king said to him, “How many times must I warn you (make you swear an oath) to tell me nothing but the truth in the name of the Lord?” 16Then Micaiah said, “I saw all [the people of] Israel Scattered on the mountains, As sheep that have no shepherd; And the Lord said, ‘These have no master. Let each one return to his house in peace.’ ” Then the king of Israel said to Jehoshaphat, “Did I not tell you that he would not prophesy good in regard to me, but [only] evil?” 18So Micaiah said, “Therefore, hear the word of the Lord: I saw the Lord sitting on His throne, and all the host (army) of heaven standing on His right and on His left. 19Then the Lord said, ‘Who will entice Ahab king of Israel to go up and fall [defeated] at Ramoth-gilead?’ And one said this and another said that.
